Tijdeliike Academie translates to "temporary academy" in English, and this is a diploma that was meant to represent the reinstatement of education in the part of southern Holland that the Nazis first pulled out of. The owl represents the triumph of knowledge and learning. He's perched on ruins, but the chain has been broken, and he is now free to fly.
